National Intelligence Coordinating Agency (NICA) Caraga

IN PHOTO | Regional Director Bonifacio R. Pulgo of the National Intelligence Coordinating Agency (NICA) Caraga explained during the Kapihan sa PIA on 11 February 2026 that the country is currently facing an emerging threat known as Foreign Interference and Malign Influence (FIMI) from external actors.

He said that the country confronts threats posed by foreign entities using manipulative strategies aimed at influencing public perception and decision-making to advance their respective interests and objectives, including territorial claims, security concerns, and national stability through FIMI.
