121 former rebels receive SCP in Surigao Sur
IN PHOTO | A total of 121 recipients received their respective safe conduct pass (SCP) during the Enhanced Comprehensive Local Integration Program (E-CLIP) awarding ceremony conducted by the Provincial Government of Surigao del Sur on October 21, 2026 in Tandag City. The activity was carried out with the E-CLIP Committee, local partners, and defense forces to support the government’s peace and reintegration initiatives.
The SCP is issued to qualified applicants under the government’s amnesty process and provides legal protection for offenses covered by their applications, subject to applicable requirements. Governor Johnny T. Pimentel urged the recipients to remain committed to peace and avoid returning to armed groups, emphasizing the importance of working together to sustain Surigao del Sur’s peace and security gains.
